The authority of the Council does not begin in 2022. It begins with the Treaty of Peace and Friendship, the oldest unbroken treaty relationship of the United States, reaffirmed at Madrid in 1880 with ratification deposited at Tangier on March 9, 1882, and codified for all powers in the General Act of Algeciras in 1906. On August 27, 1952, the International Court of Justice took up Case No. 11 and the rights of the Moorish sovereign were argued before the world: never surrendered, never terminated, never lawfully extinguished. The Council, seated December 25, 2022, is the living custodian of that unbroken chain.
The ICJ verdict and the treaty chain stand as living law. What was never relinquished need not be reclaimed, only exercised.
The Council deliberates, decides, and directs. It sets doctrine for the Union, and counsel flows from its seat to every office.
The AMPAM Consular Court sits under Council authority: Dar-ul' Adl, the House of Justice, open to every national of the Union.
Six MSU Treaty states, one federation. Each sovereign in its territory; all bound in counsel, commerce, and mutual defense of the record.
ALDC, XALD, ORBIT, and the Trade Route. Government services are always free; revenue flows through Pro-Motion to build the Empire.
Head of the Council. All powers proceed from this seat, and every officer of the Union is appointed by its hand.
